Summary0024238: Consider: allow hacking any transport of your own to turn it into a specialized transport (cloaked, etc).
DescriptionThese would be hacks for things that you already own. Bear in mind that this has major balance implications, BUT those are a separate issue. For the purpose of this ticket, assume that all the transports are appropriately balanced.

At current for this to be reasonable cloaked would need some downsides... and agile really needs a re-look because it isn't that much faster and the half durability makes it significantly worse at deep-strike than any other option. Agile is really only a glorified taxi-cab in your own system network right now.

As for "upgrade any" you should probably consider some caps where you can't just make the entire fleet of transports cloaked. Make it reasonably cost efficient for the first one or two so that you aren't "stuck" with only one copy in a game at the far corner of the galaxy but that it isn't a do to every transport ever thing.

You should also consider having a few more transport variants if doing this so that it isn't just a slam dunk get a cloaked or two and done.

A few suggestions would be:
Ambush Transport, no unload weapon timer lockout. Has a very small number of ship lines. Also is cloaked. Even more specialized than the normal cloaked transport.

Fortified Transport, all ships when unloading or freshly spawned get a temporary damage mitigation effect until they can fire (So basically for 0000003:0000006 seconds). Useful for forcing entry maybe 10-12 lines?

Mirage Transport, all ship lines held have numbers doubled, metal costs cut by 90%, have 10% regular hull and shields, and only deal 10% damage. Its chaff, its a distraction on the cheap. (Maybe 6 lines?) The drawback is energy costs are *not* reduced. Pick wisely.
