Summary0024034: "This unit is eligable to be repaired in" is always at most 5 seconds for player aligned factions
DescriptionThe time until you can repair a ship after it last getting hit seems to always be at most 5 seconds for player aligned factions, regardless of enemy strength or friendliness of planet owner.
Is the "do you significantly outpower them?" always acting like true for this bit of logic regardless of if it is or not?

This is making both combat factories and other sources of mobile engineers far more powerful then probably intended.
And probably base defense stronger then intended too.

In the attached save where I am deep striking on Sassenrath, the AI outpowers me ~ 2:1. However, my units are still only reporting 5 seconds before they can be repaired again (try the forcefield frigates first). I have a combat factory next door on Freiland you can bring in to test the repairing to see it isn't just the tooltip that is wrong, they really can be repaired after such a cooldown.
You can also see the AI is getting a repair cooldown of like 500 seconds, which I guess is the intended value.

5 seconds is normal. I recall there being a different change long ago that made AI units get that other cooldown value, but for the player 5s is the correct one for most things.

I think that..."significantly outpower them" logic is for repairing centerpieces, as they have a much longer delay when crippled. I recall that delay was to stop things like Factories being repaired mid-fight by their own Engineers, then replacing those Engineers, so on.
