DescriptionWhen the game decides how much of a % xp bonus to give to officer flagships, it calculates using "mobile fleets" instead of mobile + static. Eyes need to be changed to only count mobile fleets, so hacking a mass driver or building a command station doesn't effectively lock you out of the planet by making the eye permanently active.

Eyes now trigger off of Strength on a planet; if you have more Strength than the AI, the eye will activate
