Summary	0021857: Custom Fleets - empty slots count towards ship line limit
Description	Started the game and built a custom fleet transport (Workhorse) with which I intended to replace my initial flagship. This went well until I attempted to hack an Advanced Research Station. Despite only having ship lines on my Custom Workhorse, the fact that it had 7 slots total (three of which were empty) meant that it couldn't initiate the hack and claim the fleet. For all purposes the empty slots counted towards my ship line limit on that flagship, with the game claiming an ARS could only grant six ship lines while my flagship had seven. (note the screen shots from below are from a slightly later game state, but the same applies)

Chromatism Oct 20, 2019 9:17 am reporter ~0053806	As an addendum removing ship lines from a Flagship also creates empty slots. When this flagship is then used to hack an ARS, a new ship line is created rather than filling one of the empty slots. If the number of empty slots + ship lines totals 6 or more, than a hack can not be attempted.
