Summary0006511: How ships behave when given orders they cannot handle is inconsistent
DescriptionRight now, the behaviour of ships when given an order they cannot do at all is inconsistent.
As a summary:

- If a unit is given a move order when it has 0 move speed: Ignore the move order, and continue what it was doing previously
- If a unit is given a move through a wormhole order when it is mobile but cannot use wormholes: Not sure, but I think what it does is turns it into a move within the planet order to (not through) the wormhole, and discards previous orders (unless this new order was queued)
- If a unit was given an attack order when it has no weapon or is in low power mode: Sometimes it turns it into a move withen the planet order to the target, and discards previous orders (unless this new order was queued), othertimes, it "resets" the list of queued orders and then discards the attack order, usually causing it do stop what it is doing.
- If a unit was given an assist order when it cannot assist construction or repair: Not sure, but I think what it does is turns it into a move within the planet order to the target, and discards previous orders (unless this new order was queued)
- If a unit is given a scrap order when it cannot be scrapped: Not sure, but I think what it does is ignore the scrap order, and continue what it was doing previously

This is rather crazy, as this makes manageing hybrid military and non-military fleets very annoying due to how inconsistent all this is.
Non to mention just plain un-intuitive.

It's always bugged me that I can't move transports to an AI command station without zooming in, as the hit rectangle on the cluster is so large that the transport wouldn't actually get my units within range.
