Summary0028015: Restore melee seek range
DescriptionPer discussions on the discord, I am suggesting that melee seek range be restored to previous functionality. Without it, melee ships have to be in pursuit, or specifically targeted to attack a ship. No matter how close they are to on enemy ship, they will not actually attack them otherwhise.

Ships with systems having a seek_range specified (mostly melee) will now (again) move in to engage targets within that range even when idle (not in attack-move or pursuit mode).
Returning afterwards to the position they were idle at caused issues when i attempted it, so that is still not enabled.
