I believe the function you request already exists under Personal Settings -> Tooltip Customization, first setting on screen. Please check if that works properly. |

Nope, that only affects the main game view. Like hovering over units etc. I don't even mind it there, since the tooltips show up on the bottom of the screen. I can not find any way to set a delay for tooltips on UI elements in menus. |
