Summary0027525: huge rogue waves in games with ai allied marauder or nanocaust
DescriptionI and others have observed this happen in several games, the common thread seems to be that there was an ai allied nanocaust/marauder. I was able to debug the issue with tracing on and found that to my suprise the huge wave was intended to be targeting the allied minor faction (but ended up succeeding when it found a planet with a nano-center but owned by me, for example) and subsequently spent a huge budget building since beginning of game.

Nanocaust and Marauders no longer build up an ai budget for waves against themselves, if they aren't enemies of the ai.
Anyone in the future who ever calls the wave planning method with options specifying the ai to target its own ally, will always now be rejected instead of sometimes very oddly succeeding with a different target planet owner.
