Summary0027054: Macrophage Faction Shutdown due to Error
DescriptionWas playing on the quickstart Bug Problem. Encountered an exception that caused the faction to shutdown. Not entirely sure of cause, but here are two saves taken after this occured twice. Loading these should make the exception/faction shutdown occur.

* Instrumented the SpawnTeliumIfAble function so that if there is an error in there it will give us more precise locations for what is wrong, and it also won't shut down the entire macrophage faction anymore.
