Occurred a second time did the following both times:
1. Load
2. Drag select all fleets, order to Irregular Apocalypse (there are some eldar there).
3. Unpause
4. When first fleet arrives unload them, from galaxy map

Might just happen doing nothing too, but that's what i did both times.

Yea just do nothing but put speed at 3x and it happens too.

I added some defensive code in 4.017 which included additional debug data for when the problem was hit. I need a recreate on 4.017 or more recent

I'm guessing that it did not help to load this same save with that code change?

Well, I have the choice of spending time trying to recreate this problem (which I hope I fixed), or asking someone else to try while I work on other tickets (like making DZ beacons work). I chose the latter because its more efficient for my workflow.
