Summary0026934: AI-Allied Sappers could use a nerf
DescriptionI've observed at the 1-hour point at intensity 5, 30+ turrets on neutral planets, several beachhead constructors at a time streaming through territory, etc. even when they're being regularly fought by the player and other factions. They appear to be far stronger - probably due to access to way more territory than other factions. Suggest a significantly slower buildup for them when allied to the AI.

Here is an example save game with AI Sappers and Necro player where the sappers are rather prevalent.
