Badger, this is related to the fix you did in 0026568. It seems that now each time you mark up any city, it will mark up all the flagships. |

Do you have a save from before this happened? Having a safe after the bug doesn't let me test any fixes I make |

Dani, your save is before I fixed the problem, so it won't work to recreate this issue. Your save is working "correctly" for how the cities and spire fleets were created at the time, but my fix should have changed how the spire fleets were created. |
