Summary0026639: unable to capture new planets, cannot build command centers
DescriptionAfter playing about an hour and capturing several planets, i find myself unable to build any more command centers. I am in a fully cleared out planet, adjacent to one i already own, with a transport ship there ... the build list shows me the option to build command centers, but upon left clicking to choose its placement, it just vanishes without anything being queued to be built.

* Fixed a very confusing issue where if your fleet was in hold fire mode and you tried to build a command station, it would just silently fail.
** Now hold fire mode does not block construction at all.
** Additionally, if you don't have any builders present (or all of them are crippled or otherwise disabled), a message pops into the chat area that states that.
