Summary0025979: Add another SingularFreakySurprises budget category for bastion worlds and AI HW
DescriptionThe Panopticon AI Type uses the SingularFreakySurprises budget category to seed AI Eyes on all AI Planets.

I'd like to be able to seed a different, nastier set of eyes on the bastion worlds and the AI homeworld.

That category works by seeding one structure on every AI world with a mark from 2 to 99.

My thought is to change the existing logic as follows:
* add another optional budget category (not sure if 'dire', 'core', or 'brutal' is the right adjective)
* seed on marks 2-6 with SingularFreakySurprises (if not null)
* seed on mark 7-99 with CoreSingularFreakySurprises (or if null, use SingularFreakySurprises)

That way it's backwards compatible.

Great idea, thanks!

* Added a new dire_singular_freaky_ship_group_cat in addition to the usual singular_freaky_ship_group_cat.
** This is completely optional, and if left blank it will just pull from the regular category.
** In general, the game now will seed items from the dire group on AI home and bastion worlds, if a collection for that is present.
