Summary0025975: Necromancer -- Lots of threat at start of the game
DescriptionIn my last couple of necromancer games, I've been seeing anextremely high number of threat at the beginning of the game that just keeps escalating

Not sure what the culprit is. Save attached

* The way that "is this threat" is calculated is now a lot more robust and easier to extend in general if we need to.
** Building upon that, now things that are orbital are now calculated properly as being threat or not threat.
** This solves the issue of there seemingly being a ton of threat early in games with an orbital AI type, or in general having too much threat when there are a few orbitals hanging around no matter what.
