Summary0025940: Spire-infused empire to be one-max, and to also disallow fallen spire faction.
DescriptionControlling these via lobby actions. Some refactoring required to make certain aspects of this work.

* Using some new flags on player type and on faction types:
** Spire-Infused Factions cannot be used in the same game with the Fallen Spire Faction (they're the same thing, and there needs to be only one between them).
** Multiple Spire-Infused Factions cannot be used in the same game.
** The Fallen Spire campaign cannot be used (spectator mode aside) without a player faction that uses metal being present (necromancer factions don't work well with fallen spire unless there is also a traditional empire of some sort there).
