Summary	0025390: Zenith trader station-keeper counter is not galaxy wide
Description	As you can see in the screenshots, I have a Scrubbed Abom in the planets Jin and Beric. The Zenith trader is in Beric and the counter shows 1/2, but I can't build any other units of that type. The counter should be like with turrets on battlestations, so galaxy wide, and not relative to the current planet. It also happens with the other station-keeper units.
