Summary0024608: Odd scourge builder behaviour
DescriptionI've been messing around observing scourge behaviour for my own amusement again. Since the latest update they are much better at sending builders to new places they capture and places that need upgrades.

The new issue I've noticed is that several builders seem to end up being sent to the same project, so you can end up with 2 or 3 going to the same place redundantly while leaving other systems that need attention until later.

This is mainly an issue when a group of builders decided to waste time by jumping a lot of systems out to a new expansion and then all get called back again, only for the cycle to repeat as soon as the far out buildings need upgrades. There doesn't seem to be a sense of distributing the builders so that each copes with a region (responding to the closest project) and not crossing vast distances.

Another odd behaviour is this:

They get a job a few systems away. They pass through a system with a building that needs an upgrade (maybe it got enough experience since the builder got its orders) but just ignore it rather than pausing to upgrade it.

I don't see a need to improve this logic further. The logic for builders involves generating a list of possible objectives and then picking one at random. It's already good, and trying to make it totally optimal seems like a very low return on investment for time spent. The scourge are already very scary.

It is technically possible to improve this logic further, but it's chasing very marginal improvements of something already good. Development time would be better spent elsewhere.
