Summary0023779: Combat Engineers for Battlestations and Citadels fail to build.
DescriptionAnd beyond that they cannot be manually built either. No toggle to turn on/off spawning. They show up in the list of allowed units but completely fail to be built.

Combat Engineers have this:

<metal_flow purpose="SelfConstruction" throughput="0" increase_per_mark_level="0"/><!--Make these build by not being able to construct.-->

If something can be placed like a Turret, it needs a SelfConstruction rate. These seem to set that to 0 so they are built normally by Factories?

Oh! I think I get what is going on. Basically, this type of ship needs to be produced via the factory flows, and factories won't try to help citadels or battlestations by their very nature.

I'm going to need to make a new kind of engineer that is directly built, not like combat engineers, but which is still able to go across planetary boundaries. I think I can do that.

* Combat Engineers that were assigned to a battlestation or citadel would not construct properly in prior versions of the game. They still won't, but they will no longer be assigned to those (they are meant for support fleets only).
** In new savegames started this version, anyplace that you would have encountered combat engineers on a battlestation or citadel, you will now instead see Interplanetary Engineers.
** These are the same as regular engineers, but are able to move between planets. They also have the extra health and shields of a combat engineer.
** These are built from the sidebar like regular engineers.
