|Description||In the attached save (Neutral Spire Research Lab) the AI Spire Research Lab spawned neutral and is untargetable.|
I didn't see it happen in this game, but I assume this may also affect the AI Spire Citadel.

Neutral Spire Research Lab.save (1,080,271 bytes)
Fix a bug where AI Spire Research Labs and Citadels could spawn on neutral planets; they are now required to spawn on AI planets.
Note this doesn't fix your save game; if that's a real problem let me know and I can probably fix that too.
Thanks for fixing it.
I don't need it fixed in this specific save though, because I was trying out a run with a low number of Spire Cities anyway.
