Summary0022800: Spire Core research shows up when Spire ship is not present or undiscovered
DescriptionI noticed this in two different campaigns:
One was started and finished in version 1.321 so I know there are no Spire ships, but the bug persists in version 1.328;
The other was started in 1.321 and is in progress, but it is now in version 1.328.

In the first save (Spire Core trigger) I tested all the few remaining research subjects, and as soon as the amount of research points left goes below 5000 (the cost of the Spire Core tech) the tech shows up in the list. If I research something that does not cause the amount of research point to go below 5000 the Spire Core research tech does not appear. There are no Spire ships in this campaign.

The second save (Begin 5) is a campaign I restarted from a save about 10 minutes in because I fucked up too badly (those old saves are now gone, and on a related note thanks for making the AI notice the Marauders a bit more). Because of this reset I do know there is a Spire ship on a undiscovered planet. The tech, of course, should not show up until then. I did not test for all researches, but the same behaviour from the previous save seems to happen here as well. I have just over 9000 research and if I research a 4000 point tech the Spire Core tech is not added to the list, but if I research the 4750 Shield II tech, then Spire Core tech is added to the list.

I hope you can get to the bottom of this, because it would be a bit of a spoiler if this happened again should you ever add some more 'secret' techs.
