Summary0022743: Energy cost for buildings under construction is used twice.
DescriptionIn the screenshots you can see the energy consumption, the available energy and the energy used (mostly by the Self-Loading Artillery Mortar).

This bug probably doesn't show at all in normal gameplay because nothing ever is that energy-intensive, but here it clearly is visible.

Energy is being used by the SLAM, 2m of it. But then it won't construct unless there's another 2m in the bank, essentially causing buildings under construction to "request" additional energy even though these are being paid for already.

This is a problem, but it only causes symptoms for Mods and scenarios where you have very low energy (which are rare)

FWIW scenarios of very low energy aren't rare at all IMO. In fact there's been recent discussions on Steam focusing on energy problems, it's something a lot of players run into. Because of mismanaging their economy a fair amount of the time, but still I think that's worth noting in terms of importance here.

I can't actually reproduce this. I have a game where I have 2.5K energy left. I place a building that costs 2.25 energy, and am left with 0.25 energy in my budget. If this bug were happening then I would not be able to do that.

Please provide a save game with clear instructions for how you are able to trigger the problem (without using mods)
