Summary0022714: Improved Galaxy Creation: if_seeded_increase_planetary_budged_by
DescriptionA FInt value that modifies the initial budget the AI gets when first seeding the planets on galaxy creation.

The basic idea is to have the AI fortify planets with targets of interest for the player more than normal.
Suggested modifiers:
Transport Flagship, GCA, ARS: 1.25
Arks, Data Vaults, Minor Data Centers, Coprocessors, Risk Analyzers: 1.5
Golems, ZPG, ZMG: 1.75x
IGCs: 2x

If reasonable (which will most likely be revealed through testing) this could stack exponentially for the planets with many important targets. The player is always incited to take such worlds because they only get the AIP of a single Command Station/Warp Gate but in return receive a lot of stuff.
Example: A Transport Flagship, Data Vault and ZMG are on the same planet. Multiplier is: 1.25 x 1.5 x 1.75 = 3.28125

This way the AI can better protect planets that have the juicy stuff on them and the player can't just grab it like another world without any stuff.
Will require all objects that have the "if_seeded_increase_planetary_budged_by" XML tag to be seeded BEFORE the AI seeds its defenses if not already done so.
Will most likely warrant a reduction in initial planet fortification strength so the planets without any stuff on them get weaker since the AI otherwise would just get a very powerful flat buff.
