Summary0022149: Consider: engineers repairing loaded ships
DescriptionAfter raiding an enemy planet (hack, specific target raid, etc) my fleet will surely suffer some damage.
When I recall it at home, it is usually loaded in transport, but loaded ships seems that are not repaired (not sure if their shield auto-recharge, though) so I've to remember to unload them just to have them repaired.

Maybe adding the possibility to repair loaded ships in any situation may be OP, so you could consider adding this feature only to combat engineers, peraphs, or just to fleets standing in friendly or owned planets or something similar

I agree with this change, and we already have a condition for it. If a fleet is on a system with no enemy present it should be allowed to repair ships loaded.

The same conditions is used to determine when you can repair ships or rebuild crippled flagships without delay.
