Summary0021794: Improve notitification of brownouts
DescriptionI was playing without the sound on and was attacking with my major fleet. The AI slipped a force past my defenses and knocked out enough command stations to put me into Brownout. I didn't actually notice for a while; almost long enough for the AI to kill me since my force fields were all down.

Could we do something to make "Brownout" more noticable (like "You can't miss this")? If you are in Brownout things are probably going very poorly for you.

What about some sort of whole-screen tint to make it clear that you are in trouble? Maybe something analagous to the screen-change you get when looking at a planet you don't have vision of, but centered at the edges and tinted red or something?

AIWC just put a flashing red "Energy Brownout!" in the resource bar, but I don't think I can fit something like that, and Notifications aren't apparently obtrusive enough since I managed to miss them all....

Perhaps a Simcity - like "power out" icon next to all units, buildings and planets? I can't remember whether you see the energy consumption next to reach unit during a brownout in AI War II, but that was helpful in the first game both to realize there was a problem and to fix it. If it's already there and you didn't notice, perhaps it just need a tweak for visibility, or to be added at the galaxy view level. Viewing the total energy consumption per planet would be useful even outside a brownout, now that I think of it.

You can see total energy consumption now, just click on the energy symbol in the resource bar (with the latest SVN)

Very cool stuff, thanks. I'm thinking the planet tooltip could also be a good place for this kind of info (though it's not completely on-topic for the brownout notification)
