Summary	0021197: AI Civil war: AI sends a 0 strength wave
Description	It literally sends nothing. On the other hand, the other AI send a wave that actually has ships in it. Instructions: Debug, scout all, then wait until around 12 minutes 30 seconds. An Orange AI wave will be declared that has nothing in it.
