Summary0020868: Units don't fire while moving when enemy is in range
DescriptionMy ships wont shoot at AI ships when I move them even if the AI ships are in range. When I turn on attack move or stop giving move orders they start shooting again. Sometimes this happens and sometimes it doesn't so there's no clear way to reproduce it.

This is something that would usually be based on how long the targeting cycles are taking, I would think (you can see this in the escape menu). If there are too many ships on a planet, then this sort of thing will start happening because they are too slow to figure out that stuff is in range. It's a lot of math!

But stacks and many other improvements over the last while should have solved this, I think.
