Summary0020130: Cloaking points do not increase per mark as they should
DescriptionScout fleetships say they get harder to detect at higher marks - XML backs this up. However, in game the tech upgrade option does not display anything such as:

Cloak 1000 > 3000

and when testing if it works, MK2 Scouts show 1000 cloaking points, and are detected as soon as it reaches 0. This should be 3000.

In 0.766 I cannot duplicate this. I see 4000 points on mk3 scout fleetships, and it all seems to work fine. Reviewing the code it also looks correct there.

How mysterious. Well...that solved itself. Guessing it's a side effect of the changes you did so "less than 15gx" worked properly.
