no, its a tractor efficiency thing - a tractor beam, back in the day when there were only stationary ones, should not be wasting a tractor beam on an already stationary target |

Thanks! * Normally tractor beams will not latch onto ships with an effective speed of 0 (from engine damage or whatever), but now that logic is only for IMMOBILE tractor beam sources. Mobile ships like martyrs, etherjets, etc, can now pick up ships with zero current move speed that would normally have move speed. |

But wait. I thought that now having an engine HP of 0 does not give an effective speed of 0, but rather 1. So thus, the times this logic will trigger is very rare. |

Hmm, that is true. This may have been from before that other shift, I can't remember. If you still see it, let me know, anyway. |
