Description | I'm sure the time delay to rebuild a command station is to prevent quick swaps between econ and military types in case the system is attacked. If I just want to upgrade a station from econ I --> econ II, the delay seems silly. I would prefer that the higher levels were built by the base type as an upgrade. You'd build the level one version of the station, and then have it build the level two and three versions as upgrades. Swapping types and rebuilding destroyed stations would have the time penalty. | ||||

I can see "swap almost dead station with a higher tier fresh one" cheese with this. If you're upgrading an econ station, a five minute period of no resources from it is a drop in the bucket compared to the benefit you'll get for the rest of the game. |

Perhaps the writeup wasn't clear, but the cheese you suggest isn't possible. The level two and three power increases would be modular parts--like riot starships, spire cities/ships, and the new modular fortress. I'd have no problem with the modules being like the matter converters and not scrappable to prevent moving them away from an attack. |
