The key is the "on world map" part, these missions should only spawn as secret missions until you have completed 5 of them. |

That definitely needs to be made more clear. That unlocks it for the world map specifically, not for general use. |

It's pretty specific already, the best you could do is be more explicit about the need to complete secret mission versions. |
