Summary0006583: Allow setting planet specific override to '0'
DescriptionRight now I can't say "build 1 MkII energy reactor, except at this planet" (which has a zenith power generator). And variants for engineers and such.

Maybe the furthest left is 'Don't override' instead of '0' -- right now '0' is overloaded to mean 'Don't override on this planet'.

Maybe just put a checkbox on the planet settings that is for overriding galaxy settings. When checked, all the settings replace galaxy settings. When not checked, all the settings add to galaxy settings (which is what happens now). Although honestly it could just be "Enable Planet Settings" and unless checked, the planet settings do nothing (and maybe are even grayed out).

Another scenario -- I have a planet with a gravity drill on it. It auto-spawns 2 engineers, which slowly crawl around. Maruaders arrive, which are immune to gravity effects. So I have a continuous stream of engineers that the marauders pick off.

Also small note re: gravity effects -- it's easier for me to scrap an engineer and re-build it at the location I want it to, than to wait for itself to drive there.
