I seem to remember this being done on purpose, it's a way of compensating you for lack of other rewards because you haven't unlocked them yet. Though it may apply in other situations. Edit: From 0.586 patch notes "When there are very few arcane ingredients available for players (due to their continent tier being low and/or not having unlocked many arcane ingredients via unlockables), the game now supplements world map missions with raw gems in place of too many duplicate arcane ingredients. Once there are more arcane ingredients available, the raw gems stop showing up in this way. This specifically does _not_ affect secret missions or missions that are created via guardian power, since those would be kind of lame rewards for those specialized cases" |

Edit: ^^^^ Curses! Yeah, it was in .586: * When there are very few arcane ingredients available for players (due to their continent tier being low and/or not having unlocked many arcane ingredients via unlockables), the game now supplements world map missions with raw gems in place of too many duplicate arcane ingredients.
