Are you currently wearing a snowsuit or a heat suit? If so, I don't believe you can transmogrify into a bat if you have one equipped. Once you remove the suit, you should be able to turn into a bat.

This spell is working after all. As c4sc4 noted, I was wearing a snowsuit. Might not be a bad idea to have an audible / visible notification for such events, like "Sorry, that can't be done right now" or something to prompt the person into realizing they're doing something wrong.
