Summary	0002924: Include Spire civilian outposts when displaying AI progress reducers on the galaxy map
Description	Since they technically reduce AI progress, shouldn't they be included? Adding this would be very convenient, and make it less tedious to try to locate these things by hovering the cursor over every scouted planet.
