Summary	0028799: Buildings Being Stunned Shouldn't Create Ledger Notices.
Description	When you get into a firefight around some of your buildings and they get stunned, you get a bunch of ledger warnings that are generally useless because the stun will end by the time your resources run out. This sometimes wastes a few minutes while you try to figure out why your not producing something before you realize the stun is causing it and that it can be ignored. It would be better if, when your deficit won't run you dry before the stun ends, there was no ledger notice.
