Summary	0028654: Active territory control not producing resources
Description	I have an active territory control site (for basic necessities) and I am unable to produce additional resources to replenish. The collection drones just sit above the flag each turn and don't do anything, while existing jobs keep consuming my stockpile without any replenishment coming in from the control site. I have no idea what could be causing it because I have enough storage capacity available. Its possible I'm missing something obvious, but if I am the game is not informing me what that is. Save and log attached, if they'll be helpful
