DescriptionI step into the open world and I am told there is an investigation that has nothing to do with me but I should stop interfere in it anyway.

Why?
(failed this, and the game said eh it's okay buddy keep playing).

Homeless people need shelter so I should build shelter for them.

Why?

In both of these situations I was unable to draw a clear line between what the game is telling me to do and why I should care/bother doing it (aside from the sake of progressing the game).

Suggestion to improve the investigation:
"investigation has nothing to do with you, but authorities will be reviewing body cams from all bots in the area" (or some other kind of meta data that would reveal the big secret) and so the player is suddenly incentivized to resolve the situation in some manner.

Homeless need shelter - build them shelter so you can then requisition their shelter for your own purposes - this is tough though since there is an entire city of eager buildings.

Point of clarification: you have NOT stepped into the open world. There is very little open world in the prologue or chapter one. You have some choices, and will have more shortly, but this is an on-rails tutorial.

Chapter two is where things start being more open-ended. But it's the tutorial of the open-ended part.

Chapter three and onward are the open world.

Regarding the first combat: It's very low stakes. You're learning the controls. It's not meant to be something that rewards you well for doing it, or else players would want to replay it endlessly.

Regarding housing the homeless: it's meant to seem pointless on purpose, although there will be an option to "refuse the call" for that shortly. It actually is massively useful, but the payoff for why will come at the start of chapter two. I don't want to get into spoilers, but it's the sort of thing that will put a big grin on your face when you get to it (once I finish adding it).

The investigation is different in that it's throwaway since it is SO early, but the homeless stuff actually has a massive payoff, it's just hidden a bit further along. It's one of the biggest incentives you could ask for, you just don't know you're working toward it yet. :)
