Summary0028050: Threat calculation seems to ignore cloaked status
DescriptionI'm not sure if I'm interpreting what I see correctly but sometimes when a cloaked transport causes all guard posts to release their guards and "escape".
I thought that it happens "sometimes" based on relative strength between my ships and enemy ones, so I tried to reproduce the scenario.
In attached savegame move transport 1 to Guha and wait around 10 seconds: you'll see all guards released. At first it seems nothing happens, just wait a bit longer.

While I understand the logic when a transport is fully visible, if the transport is cloaked it should not be calculated.

ps: I activated the debug log and found that when it happens the following line is logged:
"TID30 retreat threat on Guha going after Angelo"

FYI this is intentional. Other examples include the fact that cloaked ships are still susceptible to black hole generators, they still trigger Alarm Posts or Raid Engines, etc.

@StrategicSage, I understand cloacked ships outside of transports, but in my case is a fully loaded cloaked transport, so AI should not be able to "see" the transport or strength of ship inside it, unless decloaked.

For better or worse, the game doesn't care if they are in a transport or not, by design. An example of this in the player's favor is Stealth GPs, which you are still very much aware of being on a planet, just not the location specifically, even when they are cloaked.

Just posting again to add, as I forgot, in situations like Stealth GPs the player also knows *exactly* how much strength of enemy ships is on the planet, whether they are in the GP or not, and whether they are stealthed or not.
