| Description | My understanding is that we should be balanced in such a way that the starting conditions always give us a buffer, but we're having low power and other maluses pretty much instantly. From what I can tell pretty much every malus is instantly present. This is something to look into when there is not anything more pressing going on. | ||||

Fixed for next version. Some numbery things were wildly off due to various assumptions or clearing-steps. |
