Summary	0027532: The balance CSV that is printed at the start of the game does not account for all modifiers
Description	Specifically, the CSV prints inaccurate costs for units with cost multipliers and inaccurate Hull/Shield/DPS for units with campaign modifiers. Since the CSV is generated at the start of a game, it should have access to the accurate values since the UI prints them.
