Summary	0027379: Reverse Tractor prevents ships from leaving planet
Description	There are several reports of reverse tractors preventing the tractored unit from leaving the planet. This causes some substantial problems, like preventing the Phase 2 Overlord from heading to the planets HW Ideally, a ship that has units sticking to it via reverse tractors leaves them behind when it goes through a wormhole. The point of reverse tractors is that ships are "hanging on" to a much bigger unit, not that they are impeding its movement in any way (Will add a save for testing)
