Summary0026155: AI Civil War: AIs don't send waves against each other at 0 AIP (Spectator Mode)
DescriptionThis is more a consequence of starting at 0 AIP, which happens in spectator mode.

I imagine skirmishes still happen if their units happen to intersect but practically speaking, it's unlikely that they ever fight each other unless there's some sort of aggression, which usually comes via waves or faction shenanigans (or if it takes long enough but I didn't test that far). So if it's just AI vs AI, it's practically a standstill. It doesn't stop them from sending waves against other factions like nanocaust or marauders but I assume they have their own internal value to go with.

Once you set the AIP to at least 1, they start sending waves again with strength proportional to the AIP. Setting initial AIP via the settings doesn't work since it basically ignores it, so it has to be done via cheats.
