|Description||Can be reproduced on any game.|
Load a flagship and put in stationary mode
z+right click anywhere then SHIFT+U to queue an unload order
ship will simply move and ignore the unload order
repeat with ship in normal (non stationary mode): flagship will move AND unload.

This should still work, but you have to hold Z while giving any orders that you are queuing up. Holding Z for one order doesn't make it so that all the orders after that are going to be executed by the flagship, just the ones while you are holding Z.
This is actually useful, because you can do something like hold Z and give some movement orders, and Z+Ctrl to go across a planet, then hold shift and right-click something to give the rally order for after you get there. The ship won't do the thing at the end, but the rest of the fleet will, and new ships emerging will.
Unload and Load are strange commands because they only apply to flagships, but basically it is holding that as queued, probably, based on your description.
To do what you want, probably Z+click to move somewhere, and then Z+Shift+U to unload after that. And if you want, shift+click after that to set the rally order without having to wait for the ship to get there. Since that order will already be queued on the transport, it should actually be acted upon by those ships that are emerging from the unload order.
I'm fine with it. Initially I was confused because of recent change: before that, unloading was working on flagships even without Z.
Now it's a lot more straightforward: every command that involves stationary flagship need to be passed using Z key

sorry to bother you, but... I've actually tried it in 2.757 and sadly it doesn't work as expected.
z + right click -> ship moves
z + shift + U immediately unloads, does not queue order
further details: it seems that shift+z conflict with "show all ranges" keybind, so basically if you keep default keybindings, shift+z does NOT queue orders, but simply shows all ranges.
You can test it this way:
Z+right click and then SHIFT+Z+Right click => second move order is not queued
So I tried rebinding the "show all ranges" control to something else (CTRL+Z for example) => this way I can queue Z+rightclick orders without any problem; still cannot queue unload order, it seems to be ignored.
Hi, just a remind that this issue is still relevant.
Adding an unload order to a stationary flagship shows the order in the orders queue (moving to..., unload) but after reaching the destination no unload occurs.
No problems at all if the flagship is not in "stationary mode".
Tested with and without Z key pressed
