|Summary||0023487: Give engeneers stealth at all levels|
|Description||At the moment, every game starts off with two levels in engineering to give them stealth. I feel like it's pretty core for my play and I hope I'm right in saying that it likely goes all the way up to higher level play too.|
By giving engineers stealth by default, it turns the engineering upgrade to an actual choice rather than always being taken.

I think assuming that everyone is playing with one style is a bad idea.
Also, to balance this we'd need to give the AI access to a lot more tachyon emitting units, which would make other stealth-related strategies much harder
||I'm not a fan of this proposal. This is a huge buff to the player and would detract from the value of the engineering tech in a bad way. It's important for utility techs to feel like good investments through bonus incentives else they just feel like raw stat increases, which is boring|
