Summary0022920: Two Fallen spire oddities.
DescriptionTwo things are going on in this save that seem off.
1. The spire city on Damsascene is failing to rank up for no apparent reason. I notice also that the spire fleet associated one of the two newer cities, on Ousterhout, is missing the spire frigate capacity it should have, and the spire city buildings are missing from the planet overview - I suspect these are related.
2. One of the spire debris has gone funny, possibly due to the fact that the AI listed to collect it is dead? The other two debris spawned in the same set were collected normally by the AI, I did not contest any of the three. (Busy dealing with five figure threat.)

Additional note: Spire cities on Livia, Horvitz and Damascene itself are also missing their Spire buildings in the build tab, apart from those already constructed, and those that shoyuld have frigate/destroyer capacities from neural nets are missing these as well. The even newer spire city on Eckert looks fine, however.

Interesting discovery: When I start the hack to retrieve the errored debris, the spire cities regain their proper capacities and build panels, then start upgrading. So these are in fact the same issue. Attached save is just ready to start the hack.

As far as I can tell the changes to the "Pick an enemy faction" code in 2.009 have prevented this from occurring in the first place, so this could probably be marked fixed.
