Summary	0022341: Praetorian Guard becomes "threat" when AI homeworld is engaged?
Description	Move fleet 5 onto the AI homeworld. Observe the entire Praetorian Guard adding to the threat counter. Is this intentional? It feels misleading, as the Guard doesn't behave like other threat.
