Summary0021157: Hacking option to steal fleets
Description"I think there should be a hack to claim flagships without destroying the AI command station. Being able to choose to spend hacking to get more fleets without AIP, or on science extraction to upgrade existing fleets seems like a good idea."

This is a cool option that will increase the utility of hacking (which has already been growing at a healthy pace). I would advise that the cost of the hack is significant (maybe around 50?) since it's such a valuable trade to avoid the AIP otherwise incurred from taking the world.

A possibility for the hack is to have its cost increase progressively to disincentivize overreliance on it. E.g., 30 for the first fleet hack, 40 for the second, etc.

Personally, I'm fine with it being just a flat cost in hacking points... mainly because there are other things you could be spending your hacking points on, and so I see the opportunity cost as being the big one for this one. But I could be wrong.
