Summary	0019963: Mobile Builder gives odd message when on out of supply planet
Description	Everything in game seems to say you can just build where ever, seems to be supply based like Classic which isn't mentioned. They do work on a planet next to one I own. The message is just strange, since it's just you don't own it, instead of it being out of supply. This'd be confusing to someone who doesn't know the supply mechanic from Classic, since the Builder tooltip itself says you can build on enemy planets, no restriction mentioned.
