SpineBallista requires 20 energy to shoot and is a chargeable weapon. I couldn't find where energy costs were checked to fire yet. |

Ok. I think I know why. Cost ends up being Energy - (base cost + current charge) So unless you hit the button with no hold - you always get a little spill over 20 (and it doesn't round). Max cost to fire this weapon at max charge is 24 energy. |
